Commonwealth Libraries is charged with ensuring accessibility to library resources and  services for all residents of  Pennsylvania and providing leadership in the development of libraries as  informational, recreational and educational contributors to the enrichment of the citizenry.  Commonwealth Libraries carries out its mission through two distinct program areas that it  encompasses:  the Bureau of Library Development and the Bureau of State Library.
